Ring just partnered with Flock Safety. What that means for military families.

In October 2025, Ring announced a partnership with Flock Safety, a company that operates a national network of automated license plate readers used by thousands of police departments. For military families, the practical effect is that footage from your doorbell can now be cross-referenced with vehicle data flowing through law enforcement networks, with less friction than before.
What changed in October 2025
Flock Safety operates a network of more than forty thousand cameras across thousands of US municipalities. The cameras are automated license plate readers. They photograph every passing vehicle, capture the plate, the make and model, the time, and the GPS coordinate, and route that data into a database that police can search. Flock markets itself as a public safety platform, but its primary customer base is law enforcement.
Ring, owned by Amazon, operates more than ten million doorbell cameras in US homes. Until October 2025, the two networks were separate. Ring footage required a warrant or a voluntary share through Ring’s Neighbors app. Flock data flowed directly to law enforcement dashboards.
The partnership changed the architecture. Now, when a Flock alert triggers on a vehicle of interest in a neighborhood, the system can suggest Ring cameras in the relevant geographic radius and prompt police to request footage from those cameras. The prompt is not the warrant. The warrant still has to issue. But the friction has dropped, the frequency of requests has gone up, and the integration of vehicle data with doorstep video is now operational rather than theoretical.
Ring and Flock have both stated that the partnership does not give federal agencies direct access to user footage. That framing is technically accurate but incomplete. The question that matters is how often a request now reaches your doorbell, who originated it, and what context they had when the query went out.
Why this hits military families harder
Three reasons drive this, and they compound on each other.
Address sensitivity. A military family’s home address is often more operationally significant than a civilian’s. Service members in certain MOSs, intelligence specialties, or assignments are explicitly trained that their home address is part of their PERSEC. The address is also frequently linked through public records to a sponsor’s name, which is searchable, which connects to professional profiles, which connects to deployment history. The relevant threat model is not a generic burglar but, in different scenarios, a foreign collection officer, a domestic harassment campaign, or a disgruntled person from a previous assignment. Behavioral patterning. A doorbell camera records the predictable rhythm of a household: school drop-off, base run timing, who comes to the door at what hour, what vehicles park where. For most households, that pattern is uninteresting to anyone. For a military family during deployment, the pattern reveals which adult is home, when the spouse is alone with young children, when the house is empty for grocery runs.
Cross-referencing with the network. Flock’s plate readers see every vehicle that passes their cameras anywhere in the network. If your spouse’s vehicle has been photographed coming home at 1730 every weekday, and the Ring partnership now lets law enforcement or any party with subpoena power request the doorbell footage that corresponds to that timestamp, the cross-reference is faster and cleaner than it has ever been.
What to do about it
Three options, in increasing order of disruption. Pick the one that matches your actual threat model.
Option 1. Stay on Ring with hardened settings
If your threat model is mostly civilian and you value Ring’s convenience, the partnership does not require you to leave the platform. It does require you to change defaults that are set against you.
Disable Neighbors app participation. The Neighbors app is the social layer where Ring users share footage with their community and, by extension, with police who watch the feed. Settings, then Control Center, then Neighbors, then off. This stops your camera from appearing in geographic queries triggered by the Flock partnership.
Enable end-to-end encryption. Ring offers E2EE on the doorbell line and on the indoor cam, but it is not on by default. With E2EE on, even Ring cannot decrypt your footage, which means a request to Ring’s compliance team returns nothing useful. Settings, Control Center, Video Encryption, then enroll. The trade-off is that some features stop working: you cannot share clips through the app, and Alexa announcements with video preview break. For most military families that trade-off is worth taking.
Reduce retention. Default cloud retention is sixty days on Ring Protect. Drop it to seven days in Control Center, Video Storage. The shorter the window, the less data exists to be requested.
Option 2. Switch to a local-only camera platform
If your threat model includes anyone with subpoena power who could plausibly want to know who comes to your door, the Ring platform is not the right tool, regardless of settings. The footage is on Amazon’s servers. Amazon can be served. Settings cannot change that.
UniFi Protect from Ubiquiti runs entirely on hardware you own. The footage is on your network, not in any cloud. There is no subscription fee. The setup is more involved than Ring, requiring a UniFi NVR or Cloud Key plus PoE cameras, and the upfront cost is higher (around six hundred dollars for a basic setup). The return is that no third party holds your footage.
Eufy Security with the local storage option (HomeBase 3) keeps footage on the local hub by default. Eufy had a bad year in 2022-2023 around encryption claims, and the trust hit was real. The current product line addresses the issues that were documented, but if you are choosing on trust alone, UniFi is the cleaner answer.
Reolink offers cameras that work without any cloud at all when paired with their NVR. Cheapest of the three options. The app experience is rougher. For a base-housing setup where the threat model is moderate, Reolink is often the right cost-benefit answer.
Option 3. Remove the front-door camera entirely
Worth saying because it is the option most people skip. A front-door camera is primarily a convenience and rarely a real security necessity in a household with normal locks, motion-sensor lighting, and a habit of awareness. For families during deployment with concerns about pattern exposure, removing the camera and replacing it with a peephole and a motion-sensor flood light may be the right answer.
If you have already returned your Ring
Some Ring users started returning their cameras after the Flock announcement, and Amazon customer service has reportedly been honoring those returns even outside the standard window. If you are in that group, two things to do beyond the return.
First, request deletion of your footage history through Ring’s privacy portal. The return of the device does not automatically purge the cloud. Settings, Control Center, Account, Delete Account closes everything. Document the deletion request: date, request ID, confirmation email. If the data is later subpoenaed and Amazon claims it was already deleted, you have the proof of when.
Second, decide what replaces the camera before the gap exists. The week between returning the Ring and installing the next solution is the week burglars and process servers find your house unguarded.

Will Flock cameras photograph my vehicle even if I do not have Ring?
Yes. Flock’s network operates independently of Ring. If you drive past a Flock camera, your plate is photographed and entered into the searchable database. The Ring partnership added one more place where Flock alerts can connect to nearby video. It did not create the underlying plate-reader exposure, which exists in tens of thousands of US locations and is a separate threat to address.
Should I tell my chain of command about the Ring partnership?
If you are in a billet where home address sensitivity is part of your security briefing, yes. The OPSEC officer in your unit may already have updated guidance on consumer doorbell cameras. If they have not, raising it with them gets you specific direction for your role and may surface guidance that has not yet trickled down to the unit level.
There’s no perfect setup. Anyone selling you perfect is selling fear. The goal is simple: make yourself a harder target than the person next to you.
